Assists with the overall operation and maintenance of facilities, equipment, and grounds. Complies with all procedures, policies, and regulations and ensures timely response to regulatory issues and inspection findings. Follows organizational structure to accommodate growth and change in priorities. Communicates equipment needs for services. Maintains positive vendor/customer relationships. Ensures that projects meet specifications.
Department Specific Essential Job Functions:
Participates in planning office operations, assisting with fiscal management, and leading the department in the absence of the Director. Handles confidential matters with discretion. Assists the Director in developing and administering policies and procedures. Is responsible for generating the Physical Plant Reports. This position is deemed mission essential. In case of inclement weather or other emergency situations, the incumbent is expected to report to work as directed, provided the process of getting to work location does not put the incumbent into dangerous situation. May work shifts other than the traditional Monday-Friday, 8:00a.m.-5:00p.m. hours; as well as other shifts and schedules for snow removal and/or other emergencies. Oversees construction/remodel projects throughout the year. Manages and coordinates the maintenance/operation activities of the University. Assists guidance and direction to personnel and contractors engaged in maintenance, repair, minor renovations, cleaning, and care of the campus buildings, equipment, grounds and environmental systems (HVAC). Assists in prioritizing and managing a plan of action for preventive maintenance, repairs, replacement, etc. Interacts with University officials, outside agencies, contractors, vendors, etc., to exchange information concerning service requests, scope of work, project progress, scheduling, etc. Develops and revises policies pertaining to the provisions of services. Oversees large service contracts and evaluates effectiveness of services provided. Performs inspections on work in progress and upon completion. Oversee warranty enforcement. Manages and coordinates staff to respond to any or all facilities emergencies, including inclement weather emergencies. Manages and coordinates duties and needs of events, before, during, and after the events are completed. Complies with and enforces Occupational Safety and Health Act (OSHA) provisions. Performs other related duties as necessary to support the UCO mission.
Requires a university degree in related field plus 4+ years of relevant experience or 6+ years of equivalent work experience that provides knowledge of and exposure to fundamental theories, principles, and concepts. Requires the application of expertise in a chosen field to achieve results.
Bachelor’s degree in general engineering, engineering management, construction management, architecture or related field. Minimum five (4) years experience in project and time management. Must have six (6) years experience in managing the operations and/or maintenance of commercial or public building complexes or designing, planning or the superintending of such complexes. Experience in tracking, documenting and reporting on projects, programs, budgets, etc. Must possess a valid Driver’s License.
Strong knowledge of building construction and systems. Able to create detailed scopes of work. Knowledge of budgets and basic accounting practices. Reads, understands manuals and instructions printed in English and documents legibly in same. Must be able to read and follow blueprints, schematics, drawings and O & M Manuals. Must have good oral and written communications skills, good organizational and public relations skills, and basic computer skills. Knowledgeable in sound human relations practices in establishing and maintaining effective working relations within the Physical Plant and UCO Community, as well as outside vendors, in order to fulfill the expectations of this job description. Knowledge of OSHA Guidelines, building codes, and ADA compliance. Knowledge of use and disposal of chemicals common to the trade in a manner which protects oneself, others in the work area, and the environment. Willing to attend seminars, etc. to upgrade skills and/or obtain required training to retain certification relative to trade. Ability to lead people, and communicate clear, concise directions and coordinate work assignments of subordinates.
