Job Summary

Direct pipeline safety programs, procedures, and standards for the natural gas pipeline systems to ensure compliance with Federal Pipeline Safety Regulations. Direct pipeline integrity programs, procedures, standards, and projects to ensure the continued operating integrity of the natural gas pipeline systems and compliance with the Pipeline Integrity Rule. Direct programs to effectively maintain Data Management, Engineering Records, and Document Control required for compliance. Direct requirements of Pipeline Security.

Essential Functions and Responsibilities

+ Performs managerial activities necessary for the effective performance of the department, including employee safety, selection and development of employees/teams, salary administration, budget administration, employee performance management, counseling and motivation, organization goals and objectives, and planning, organizing, integrating, measuring and reporting the work performed within the department.

+ Provides pipeline safety regulatory compliance direction and guidance to department staff, operations management, operations teams. Provides interpretation of regulatory requirements and direction to development and implementation of operating procedures, engineering standards, policies, and plans to comply with regulations.

+ Develops and maintains positive relationships with Federal and State Pipeline Safety agencies and provides direction and support for pipeline safety audit activities.

+ Develops or assists with Company position on new regulations and implementation of regulations. Provides guidance and direction for correspondence with regulatory agencies for reporting requirements and requests for information.

+ Provides direction for the company’s Integrity Management Program (IMP) and implements revisions and updates as required. Develops and maintains the integrity assessment plan in accordance with the IMP and regulatory requirements.

+ Directs the development and implementation of integrity assessment methods, including the selection of in-line inspection technology. Provides direction to development of Pipeline Integrity sponsored projects for budgetary review, approval, and project management.

+ Provides direction to the pipeline Data Management and Engineering Records/ Document Control areas to comply with regulatory requirements and to maximize record and data integrity.

+ Provides positive representation of the company on industry sponsored committees and research initiatives.

+ Establishes and maintains good working relationships with operating regions, other department areas, and other organizations associated with operations and the Company, as well as: key personnel associated with customers, suppliers, and regulatory agencies; public officials, and landowners.

+ Participates with senior Operations management in the establishment of company operations related goals, objectives and plans.

+ Regular and reliable attendance is required in performance of job.

+ Employee may be required to perform additional duties as assigned.

Education and Experience

Bachelor’s degree in Engineering (Civil, Mechanical, Petroleum, Metallurgical, and Electrical) or related field and the following experience:

+ Comprehensive knowledge and experience related to the operation, maintenance, evaluation and modifications of plant, transmission/transportation, gathering and processing facilities.

+ Comprehensive knowledge of Title 49 CFR Parts 190-199 (Pipeline Safety Regulations), Natural Gas Pipeline Engineering Standards and Operating Procedures.

+ Perform responsibilities in support of the department and the Company goals; perform responsibilities as directed within determined time frames and with a high degree of accuracy; establish and maintain effective work relationships within the department and the Company; maintain the professional competence, knowledge, and skills necessary to effectively complete responsibilities.

+ Demonstrated organizational and analytical skills; and ability to manage large scale projects.

+ Possess and apply excellent verbal and written communication skills.

+ Possess computer skills and ability to utilize typical office word processing, spreadsheet and database applications.

+ Demonstrated ability to read and write fluently in English.

Certification and Licensing

+ Applicable driver’s license.

+ Requires travel to other company offices and facilities and to job sites.

Physical Requirements

+ Mobility to travel in and around plant and office facilities and around job sites out of doors.

Visual Requirements

+ Sufficient to perform job duties.
